AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democracy just eight days before national elections.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, regardless of the user’s question or command, the regulator explained in a report published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these political entities, the report indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed across the continent for the showing of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, implying the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
